Vanessa Frando is the Chief Deputy Director overseeing the bureaus of Eligibility & Financial Services, Program Support, and Human Resources. These bureaus include Call Center & Processing Services, Lobby Management & Continuing Services, Application Services, Employment Services, Eligibility Policy Development & Support Services, Internal Audit, Contracts, Continuous Quality Improvement & Foster Care Ombudsman, Facilities, Fleet & Mail Services, Information Technology, and all aspects of Human Resources.

Vanessa began working for Kern County Human Services in 1999 working in various child welfare programs as a Social Service Worker, Social Service Supervisor, Human Services Program Specialist, Human Services Program Director. She promoted to Assistant Director in 2019 overseeing the Program Support Bureau.  Her experience in child welfare programs include Family Services, Court Intake, Emergency Response, Resource Family Approval, and Adoptions. Vanessa also has experience leading the County Self-Assessment, System Improvement Plan, and the creation and implementation of new programs, Early Intervention Services and Commercially Sexually Exploited Children. She has been a member in various statewide and local committees.

Mrs. Frando earned a Bachelor of Arts degree in Psychology with a minor in Criminal Justice, as well as a Master’s in Social Work degree, both from the California State University, Bakersfield.
